I wanted to overclock the video card and downloaded the rtx classified from the link from the forum. The program does not start. Can someone share the program?

15360 on the Hybrid version with 520w BIOS. 
I'll try to push further once I got my HC kit. I guess I got plenty of headroom because my memory is unstable @ +785, guess adding more voltage to the mem might solve this.
If I had to guess, I'd say the card can be pushed to 15700 relatively easy

Your not going to get a whole lot more with the extra ram timings , My top is 15385 with +1450 mem. You do actually have a really good score, Clock is king for PR runs. My card is 15175-15200 most boosted slider runs and probably have to port so AC air in there to get over the 15500 hump, 15725 + can get you on the HOF board

Ok I made it to 15.5k now. Still using the Hybrid version and everything the 520w bios has to offer.
I was able to get my mem stable @ +1250 using classified tool.

Just wondering while I compare these results:

My card has higher core + mem (and yes stable) and still falls behind 200pts. I do still have an old cpu (8700k), pcie gen 3 and an 60cm riser cable.
I guess my card can hit the HOF already when put in the right rig^^

The CPU and PCIE 3.0 vs PCIE 4.0 has minimal to no effect on Port Royal scores.  I'm able to get similar scores in a 6700K system to what I get in a 5950X system with the kingpin cards.

I've noticed huge difference in scores between a +900 MHz memory OC and a +1350 MHz memory OC on the same card with the same GPU speed.  Port Royal scores are GPU VRAM speed dependent.  I've seen top overclockers say the same thing.
