Close, but not matching.. in my opinion you should get your effective to be within 2-5mhz of set clock.

You can also try adding more voltage with Classified.. but don’t go over 1.2v on NVVDD

If that doesn’t work, we’d need to see a screenshot of GPUZ after running PR, to check your temps and PerfCap reasons, etc..

im gonna sit this out for a while, need to get another radiator to add to loop, the ones I have now are a SR2 MP and GTS both 360mm
I have the loop as pump-cpu-mobovrm-gts-GPU-SR2-res
I have a second pump/res, just no point in putting in second pump till I have the 3rd radiator which will go on side of my Lian Li o11D XL, also will flip SR2 around so the ports are at front not back of case
this should help lower overall water temps, and give the GPU full water pressure, as well as fix the lack of water flow into my MP5Works backplate block, since putting it on the GPU ports itself means the water doesnt flow through the more restrictive little tubes, instead going through path of least resistance aka GPU 
Edit-sorry, plan is to clean up tubing so I can use top ports of SR2 for the backplate block(prob have return be into a T fitting due to clearance on both sides facing glass of case) and have the side rad and SR2 be connected in series after GPU, since it puts out more heat then anything else, with new plan being toppump-cpu-mobovrm-GTStop-second res/pump-gpu-SR2-sideGTS-first res

Is +140 core, +1700 mem, 15,163 port royal bad for kingpin numbers, think it's the best I can do, without classified tool at least.

thats solid without tool or 1K bios, personally had hell of a time getting past 15K, my card has been fighting me every step of the way lol

I dont know what my issue is with my Port royal scores, is it my temps hitting 50C the issue?
I see someone with a 2205 clock set with average 2172 according to 3dmark, 41c average temps mem clock 1422(1219) and gets 15786 score
I cant even break 15600 at similar clock -_-
Edit-I feel like having my GPU near end of loop is not helping me with temps

Your problem is your clocks are not accurate..
Look at these screenshots..
 
First one is when I open Afterburner and lock my OC to 2205@1.1v with VF curve.
You can see AB and GPU Z see 2205Mhz, but HWinfo shows the Effective clock is wayyy off.. 
 
 
In the second screenshot, I used Classified tool.
Disabled "Auto" and added to the NVVDD and MSVDD.. and now you can see all the clocks match.
 
 
Temps are not your problem, check this run I did where I hit 55c. (In the case with panels on, 21c ambient room temp)

I believe this is the guy you're referring to: PR 15,786
His clocks are lower than yours, but the effective clock is probably more accurate, and he has more thermal head room since only hitting 41c. 
- He can probably score higher with more voltage/better tuning.
 
TLDR: Check and make sure your CLOCKS MATCH, then run your benches..

Ive followed your directions and matched the effective clock. 
Im using the 520w bios. Pr will pass with 175core. If I add memory oc my core really drops. Voltage doesnt seem to make a difference. 
Pretty confused since ive been at it for hours.

You might be reaching your power limit, or you might just have sh*tty mem.

- mem OC’s seem to really vary with the KP’s.
some cant even go +200 stable, some need a ton of voltage, and some can go +1700 at 1.36v

Try:
Have GPUZ running during PR, and check the PerfCap reason. -I’m guessing it’ll say PWR

If that is the reason, I would try flashing to the 1000w bios to unlock the power constraints and try again.

Memory tops at +900.. +1000 is "Iffy"... and +1100 is a no go, and core is crap too, oh well.

Sorry to hear bout second card, I once had a super **** HOF so I feel your pain. Your single card scores are madness. If you had two of those cards you’d be right behind ln2 no doubts

I think my Kingpin 3090 Hybrid might be a dud and lost the Silicon lottery.  I've been able to get better Port Royal scores with my Gaming X Trio and My Strix than I have with the Kingpin Hybrid.
 
My highest Port Royal score with the Kingpin 3090 Hybrid so far is a 14,841 with the BIOS switch in the LN2 position.  My Gaming X Trio did a 15,194 with the EVGA RTX 3090 FTW3 Ultra XOC(500w) BIOS flashed on it.  My 3090 Strix scored just slightly lower than the Gaming X Trio.
 
All scores were achieved in the same PC with the same hardware.

Fastest on earth on PR for 11900K and 3090. Still trying.
