I am able to get 15110 and 15k consistently in standard bios with no dip switch chnages. 133 core and 1350 memory. Just curious what was your average core frequency on that run?

+133 is an odd number.  As was pointed out to me it's 15mhz between core clock changes. 
 
Something like: 
105, 120, 135, 150, 165, 180, 195, 210, 225 ...

So +133 would be +120.  So you probably crash out at 135, but are stable between +120 and +134ish? (133)

That comes down to CPU & system throughput, if I had this GPU in a 10900K @ 5.3GHz or so it'd probably be scoring 15500 already.  My system RAM is pretty well optimized when I'm going for personal bests, but the CPU I can't get to run higher than 5GHz for any extended period of time.

You don't need a 10900K or an 11900K to get 15K. I just showed it being done with a 4930K and we all know how old that cpu is. And that's running at 4.5ghz.
 
Just saying is all. I don't want you to get your hopes up and if it doesn't happen then start blaming the cpu or you have a crappy card.

Yeah well I didn't hit 15k til then, dunno why, it's not something I can change because I've tried everything & nothing I can do will make my CPU perform like others seemingly do all the time.  Fact is it is the CPU that's the problem, because people with the same or slightly higher clocks on the same CPU or newer ones are scoring much better than I do.
 
Just updated drivers to the new ones, apparently they're sporting some score increases, ran 3DMark at bone-stock on the GPU & got 13933, previous runs at all stock with the last driver only got 13.7-13.8k - and that 13933 was with stuff running in the background etc.
Gonna repop my OCs on & see if it gives me a bump in score there too.

Unfortunately that is more than likely not true.... Port Royal has quite a bit to do with the gpu temps/os/driver/settings/to much voltage or not enough voltage or maxing of watts to soon. Are just to name a few things it can be. None of that having to do with your cpu.....IMPO

Also my personal experience. I too thought the cpu was an issue as to why it could not break 15K with a 4930K, but after further investigations found that was indeed not the case.

I got just a tad more than my last score earlier today. I guess I am gonna have to just break down and try the XOC because at the beginning
of the test I am hitting 530-540 (GPUZ) power limit. I can see an immediate 1-2 FPS throttle. I will say that cooling the back of the card seems pretty important
and that using fans or heat sinks may not do the trick.

Then what is it?  I can show you countless cores from this system on various recent GPUs showing performance that is either acceptable, or not acceptable, in Port Royal, for the speeds I'm running, only thing that changes regularly is drivers.
 
Saying "that score is low" and not providing any further details or suggestions is just annoying & not at all helpful.  That's like people telling someone to increase their CPU overclock - some people can't do that or don't have a CPU that can run any faster due to either cooling/temperatures or other reasons, mine in particular will not run any faster, I've tried 5.1 & 5.2 at pretty high voltages & nothing will make it pass even a single run of benchmarks at those speeds that I have tried.  Either way it was a massive improvement going from a 3930K X79 setup I had previously to this.  
While Port Royal is about 90% GPU, there is some score & headway that can be had from CPU/system RAM changes, that I know for a fact.
