So I'm back after weeks I feel the need to get some things straight.
After all it was the Card that was just a bad performer... I had to RMA the card due to firmware boot loop and I received a new card months ago (posted this in this thread already, I guess). 
Anyways with new card was able to hit 15300pts in PR with the Hybrid cooler and 520w BIOS! No changes to the OS or other parts of my RIG.... 
 
Some KPE cards just s*ck!

I'm pretty sure I could hit 16,7k but I need to go 2c cooler. Unfortunately Winter is over and so is the benchmark season ;-)
I'll give it one more try this weekend but I doubt I can beat my PB

Some KPE cards just s*ck!

 
Its good to see you got a better card this time.
 
There is a wide variation in VRAM overclocking ability of KP cards that can cause huge difference in Port Royal scores.  There is also a large variation in the actual GPU overclocking ability at the same voltage.  This is based on my multiple KP 3090 cards and having to do several RMAs. 
 
For example, I've had KP 3090s that crash and artifact in almost every benchmark with a VRAM OC in PX1 of +1200 to +1250 and others that do +1400 to +1450 completely problem free in every graphics benchmark.  I haven't ever had a card that is stable at +1600 MHz VRAM OC in PX1 like some others have had.  I've seen videos posted online by other overclockers where they are doing +1600 to +1700 stable VRAM OC in Port Royal with the stock Hybrid cooler.
 
I've also had variations of 45 MHz in GPU speed at the same voltage between different KP 3090 cards.  
 


I've managed to get mine to +1750 on PR without instability on stock hybrid cooler and stock classified/dip. If I push to 1775 it starts artifacting SOMETIMES and if I push 1800 it will crash and sometimes hard reboot. I do see very high junct temps (80s) when it's that fast... Thinking the active backplate should help some if I ever get my block (Optimus).

Does anyone have a place to start with the Classified tool? 
I am just starting to look at what my card can do, but I am looking at a would be a good starting place with the values listed in the tool.
I'd like to avoid melting my card. :-p
I can get into the low 15,000s with a +110 core, +1200 mem, want to see if I can squeeze a little more power out of it.

1300 /145 all I can do in the house at room temp. If you look at any run above 15.4 k it's got a low temperature to go along with it. I've thought of taking the computer outside and sticking a box fan on it and blow it down to 5-10c just to get a score where I am it doesn't get cold often. Every test I run at room temp is about 47c a run with fans in high. And about 1250/120 for TS for a low 22k and the 18800 CPU of the 12900k puts the combined score 21.4 k. & a Lot Less for a Hot run , (1150/90).

Well I was almost able to score 16,7k last night. I had a hard time to cool down my loop enough in between the runs. But anyways I'm super happy with the result :

you can check you rebar status in PX1 to see if it is enabled
DLSS is not used any 3dMark tests

You have to use Nvidia Profile Inspector to force reBar on. There are some guides out there if you don't know how to do it.

Hit the button circled in blue, then scroll down to the "unknown" category and change the drop down of the three highlighted entries (BA, BB, and FF) to the only other profile you can (0x0000000040000000 for FF). Hit apply.

16221 51st in Hall of Fame for single card. All while still on the stock hybrid cooler. I think I'm at about the upper limit of what I can do without decreasing the hotspot to GPU delta and the memory temps.
