Is this something that happens a lot when buying a GPU directly from EVGA? (Did I get someones RMA?)

If you got it BNIB and sealed, it'd be odd if it was someone else's RMA.  If you go to the Advanced tab in GPUZ, and choose NVIDIA BIOS from the dropdown, what is your power limit?

Seems reasonable... Should the on-card display be accurate? It never went that high.

Looks stock.  If it were the 1000W BIOS, it'd say 1000W, no percentages.  The OLED on the card and PX1 should be in the ballpark.  Is that 700W something GPUZ reported as sustained?  Maybe it's just a peak in the data and doesn't mean it drew that much for long.
 
What was your PerfCap Reason during the 3DMark run?  
 
Or did you happen to be in the menu for New World ;)

Yeah must be a fluke. Perfcap says Idle -> Pwr -> Pwr. Thrm
No New World, I don't play anything that intensive (aside from Control and only to test gpu stability).
 
Going to keep playing with numbers. I am hoping this thing is worth keeping over other 3090 I have.

So looks like you're power and thermal limited.  Not much you can do about the power limit unless you install the 1000W, but then need to be careful with the stock cooling solution on.  For thermals, open a window, get the ambient temp down.  Turn the radiator fans on full blast when you're running a test.

Thank you! I was doing a lot wrong. Will see if I can push it to ~14500 during the week. Then its a keeper.
My fans were on Auto, now the temps are much more manageable. Also it appears that card throttles itself and really slows down during some parts of Port Royale - bringing average FPS down by a lot. Didn't know it gives status code timeline in GPU-Z - nice to learn.

That 700w+ reading has to be erroneous unless voltages have been changed. Normally a 3090 will only hit 550-600w in PR.

@maxenko, have you done a Port Royal stress test? What is your average sustained clock over the run?

If you can, can you you make a run with only the temp and power sliders in px1? Want to get an idea of your average sustained clock.

The reason I ask is that my KP is on the way and I am worried that it won't be any better than my FTW3 UG.

That card stock with air cooling, with only the sliders, will have an average core clock of 1947.

Underwater, with the Optimus block, +120 core +200 me I can get a 14.9k in PR with an avg clock of 2110.

Ofc that is without 1000w bios and classified tool. Just straight +90core and +1700mem.
Just adding + to core with X1 or AB doenst help the card. I did not tweak a custom curve by now. 
I'll hopefully get a HC kit soon, so I can test this card in my loop but for now the performance is kinda meh...
 
BTW. when I compare the result with my ftw3 I can see that the KPE had higher average core and mem but still has a 450 pts lower score:

So, is my KPE just straight up bad or is it missing the 1000w bios + classified tool to hit clocks higher than 2130mhz??

Short answer....it's your OS. if you cant do 14100 to 14500 on stock no over clock...your OS has been hosed by Microsoft.
