Well I dug into it and X1 installed 94.02.26.48.87 which, by the looks of techpowerup, is an older bios for the 3080 ftw ultra.  Wish I knew what bios I was on before but I've updated and installed fresh bios's before and I thought I was up to date.  It promted a firmware update when I fresh installed the updated P X1.

Edit: ended up installing the OC Bios linked from Jacob, it's the one ending in .88 and the most current.  Manual installed.  Kind of strange the latest version of X1 would want to install .87

I just installed the new X1 and a bios update came up for my 3080 FTW Ultra.  Could this be the resizable BAR update we were looking for?

That wasnt a bios update, it was a MCU update. Two different things.

Hey everyone!  I've been searching for any info on this and can't seem to find any.  I have a 3080 FTW3 Ultra and bought the hybrid kit for it as well; I've been using the XOC bios both before and after I got the hybrid kit. The problem I'm having is the card will not exceed 400W even though I have power target set to 118% in PX1.  I understand there's many pieces that go into how power limit is engaged, and figured it was just temps with the stock cooler but I'm having the same problem with the hybrid cooler. I'm running +150 Core and +1000 Mem which seems to be stable and temps only get up to the low 60's if I'm stress testing for extended periods of time, Time Spy runs have high 40's to low 50's averages depending on fan speed.  I've tried many different benchmarks, reflashing the bios a few times, I've tried playing with different power targets to see if I could get a little past 400, but no matter what I do I can't get it even for a couple seconds.  I've confirmed with GPU-Z power target max is 450w, I've used both that and HWiNFO64 to monitor board power.  It's painful seeing wattage pegged at 400 and my clocks jumping up and down due to that when I know there's an extra 50watts in there I could be using, I just can't figure it out!

My system is a 9700k @5Ghz, 32GB RAM, and a Corsair HX 850 power supply with 3 separate PCIe 8-pin cables powering the GPU.  Any idea's would be greatly appreciated!

Try doing a DDU with windows update setting turned off, in safe mode. Then install newest drivers. I was having weird bios related issues and this actually solved my problem.

Thanks for the quick reply!  I just tried what you suggested - unfortunately didn't fix it for me.

Yup, it's properly showing as a hybrid in PX1, bios Version 94.02.42.40.F6 with a 450w max shown in GPU-Z, just can't touch it!  It's driving me nuts!

Only getting +70 on core and +500 on memory on my RTX 3080 FTW3 Ultra. Everything above is unstable. Black screen or games crash. :/
Card is getting very hot in games. Can go over 80C sometimes, depending on the game. Room temp is 20-23C. Fractal Define C with good air flow.
Just to put things into perspective, under same conditions my old RTX 2060 Strix before this almost never hit 60 or above while heavy gaming. I don't remember temp monitor ever showing 60C.

These cards run very hot. RTX 2060 strix pulls like maybe 200w, these 3080s can pull upto 450w that's over twice the wattage of your 2060 strix, I know its frustrating it is for me too, a card that can't cool itself unless fans are on max, if I'm gaming I have to run a reduced power limit at around 360w, if I don't once temps get high I jump back to desktop.
