I just finally got my hands on the RTX 3080 FTW3 Ultra and flashed the BIOS to the beta one. No matter what I do, my clock speed won't go above 2055 without it being unstable.
 
I feel that things don't have any effects on the clock speed:
-Changing the power limit to 118% or leaving it at 100% won't make a difference.
-Changing voltage to +100 won't make any difference or any more stable even +20 on the core clock won't make it stable.
 
I ran Furmark just to see if it's my PSU but it worked fine and GPU-Z reported 463W board usage.
 
My PSU is EVGA G2 1000W. I tried different benchmarks and even the Port Royal 3D mark test and my score is 11600 compared to 12500 that others have. My CPU is I9 9900K OC'ed @5Ghz.
 
My brother has the cheaper XC3 and GPU runs the same as my frequency and I just find it unfair to pay that extra money and get the same exact performance as cheaper cards. I would have gotten the XC3 if I knew that.
 
I know it lottery and luck and that +50Mhz won't make a difference but just want to know if I am doing something wrong or missing something.
 
Any ideas or help would be appreciated!

Can we please, pretty please, get a new BIOS update for the 3080 XC3 Ultra? The power limit is a bit absurd right now.

I get 12680 with a lower tier 320w bios 65c, my card just runs too hot 85c with this 450w bios.. I have to wait for a water block before I can even attempt to use 450w..

Hmm, although the Watts increased the overall performance decreased.  It this a volt / heat issue?  Does anyone have any recommended settings?  GPU-Z shows temp capped out at 76C.

When temps go up so will wattage, the hotter the gpu gets the more leakage it will have and be less efficient. Heat doesn't do gpus any good the cooler the better. I won't be using this 450w bios again until I can get my hands on a water block,

If u want your 3090 to draw close to TDP ( 500W) make voltage 1.100mV and +1000 memory.
 
Also you may lost silicon lottery aswell. No need to cry.
 
My 400W bios 3080 FTW peaking 407W and scored 12.6K on port royal for example 


How does this translate to average FPS in actual games? I'm considering returning my XC3 in order to get a FTW3 but I get the feeling real world performance is negligible. Please advise.

In my opinion there is nothing in it between the XC3 and the FTW3 maybe a few fps when both are overclocked, I have the ftw3 ultra, it's not all about watts it's voltage too, these cards are more than likely locked to 1.093v or somewhere very near that. No matter how many watts you pull, the clocks will be limited by voltage and heat.

Okay, I'm mainly asking because I get 17775-17970 on Time Spy on a good day undervolted 1950mhz @ 0.9v, but on Metro Exodus I hit the power cap constantly. I'd assume the FTW3 won't and it makes me wonder how many FPS I'm losing because of this. Clock hovers around 1820-1890mhz when it should be at 1950mhz. 320W is starting to make me reconsider things.
