sorry for such a late reply here is the link to the bios could you update and let me know if yours draws more than 400w please :) and power slider goes to 118% but it might as well not as it still wont pull more than 400w before being limited :(

I tried Bios from https forums evga com EVGA-GeForce-RTX-3080-FTW3-XOC-BIOS-m3118560 aspx  and it didn't work. Could be that because  I have Asus z370 hero board? Do I need to flash  it to latest bios to enable resize bar? Or video card  bios update could work with out resize bar? CSM and Fast Boot disabled. 
 
 

Updated my motherboard Asus Hero X z370 bios today and enabled resize bay and no luck :( please any one have any solution?

Thank you. That xoc bios don't work with my card but I did end up flashing my card bios. Problem is  now that power didn't change its stayed the same.

Yes mine is the same it's appears to be a power balancing issue on these cards there's nothing we can do to be honest. Mine now allows power limit of 118% but still won't pull over 400w along with loads of other people's cards and to be honest I probably wouldn't worry as the gains will be maybe 5fps at best anyway in game unless your trying to set record benchmark scores 

Where can I get the 3080 ftw3 ultra LHR 450 watt bios for the OC bios? Thank you.
