Interesting news for all of you - don't know if this has been mentioned. I had phone contact with the EVGA customer Service this morning. And there actually i not a queue for the step up program. Instead a random number generator picks the next customer for step-up. So this is definitely NOT a first come - first serve program.

I think you heard wrong.  The Step-Up ID is randomly generated, but the queue itself is still first come first serve.  Pretty obvious if you look at the list of all those going into Step 2 have been in order.

Yup, just look at the OP. Only first ones have moved on.

This is the first that I've heard of this lol. You may have been told that, but I've talked to customer service as well and been told its first come first serve.
