What is causing my pc to display 135fps after performing a clean windows install, and I’m also seeing frames dropping down to 40-60fps before reinstalling windows 10 was seeing 150-185 FPS - initially I was seeing over 200fps - power went out and turned on the computer and was seeing 230-250fps consistently yesterday? Turned on the pc earlier today and experiencing stuttering and extreme FPS drop? What would cause the system to run at max FPS for the monitor I’m using after a power surge or something that caused my power to go out for a brief moment, before the power outage the system was capped at 135fps and wouldn’t budge and was consistently at the 135fps, power went out For about a Minute and turned the computer on to see the game running at consistently 238-250fps with no drop in FPS, next day Booted up the computer to see it back at 135fps and this time seeing The FPS counter flip down to 39-60fps - the FPS is all over the place and seeing a lot of stuttering and gpu is running at 50-100% Running a i9-10900k and evga RTX 2070 super xc ultra with 32gb 3600mhz (16gb x 2) Asus z490 ROG Strix e gaming and a Corsair 850rm 80+ gold PSU - Why would my system be acting like this? Evga is claiming it’s my board or PSU. Performing another clean install with the most recent drivers installed, temps don’t exceed 62-65c with the game running, I’ve never experienced anything like this - the system was purchased new.

The cpu normally never exceeds 40/42c 
 
cpu usage also doesn’t exceed 28% from what I’m seeing with nzxt cam 
 
the gpu has never been overclocked

Is your gpu core/mem clock jumping all over the place when this is occurring?

Running heaven bench mark on ultra and graphics : 2130 mem : 6801 FPS 249.5 max FPS 478.2 temp cpu 44c gpu 68c
 
100% load clock 1845mhz doesn’t seem to be moving around a lot, went up to 1860 and down to 1830 Looks to be consistent and not showing sudden dips, just gradual changes in clock speeds. Speeds are from 1830 to 1890 with a consistent line

Apparently, reinstalled windows again and the most recent driver and lunched gears 5 and seeing FPS capped at 135, when the system was first assembled and windows was installed saw 220-240 FPS, the monitor is 240hz with g sync
 
this is really strange - what is causing this to occur?

Being capped at 135 makes it sound like some piece of software on your system is causing a cap.

Can you explain what Would cause the system to display 240fps consistently after a power outage or surge? And when the pc was turned on the next day it’s back down to 135fps with severe drops in FPS reinstalled windows and seeing 135fps consistently no stuttering

Throttling hardware one day, and the next day with no throttling along with software capping your fps would be my explanation.
