Got that sweet X299 Dark and I OCed my 10980XE to 5.0Ghz rock solid stable 5.0Ghz 1.305V.
RAM is at 4000Mhz CL14 at 1.55V or CL15 at 1.45V (I use the CL15 usually).
 
I can't get 5000CB score for unknown reason, however other people on HWbot managed to do just that without disabling anything in Windows per se. I had to get rid of all the background processes etc to get 4888, even animations are disabled.

Are we talking CineBench 15 or 20?

Assuming you mean R20 try running as admin.  My last run got 6952 on a 10920x on a all core 4.6GHz OC.

I managed to OC 5.2Ghz in the end as well, and 1.19V BIOS makes it to 5000 mark at 5.0Ghz.
