Hi,
 
For about a week I've been experiencing mouse lagging during normal windows operation and in games.
I have disassembled the card, cleaned everything and put it back in.
I even reinstalled windows, but the problem keeps occurring.
I even noticed that the power limit is acting up in Precision X  (or maybe it is how it's suppose to work ??)
 
I attached a couple of pictures to illustrate.
 
Can you please advise what else to check ? every single driver that comes to mind is updated. unneeded services are disabled too.

To better assist you please list all systems specs to include model and make of Power Supply. Also please indicate whether you are doing any overclocking.

Gigabyte auros extreme z390
64 GB of RAM @ 2400mhz (Model KHX2400C15/16G x 4
HX1000i (single rail two different cables connected to the video card)
Video card : 2080 ti FTW3 - Physical switch on OC , power target 124 and max temp 88.

I had bad mouse lag that i thought was my mouse, i switched my mouse, only to have the same problem. Turned out to be my mouse pad! Replaced mouse pad and all lag and shudder went away.

Power limit hitting 1 is normal.

Setting bios back to optimized defaults doesn't help?

Does removing your video card from the system, and only running off the igpu make the issue go away?
