I assume it's coil whine but I'm not sure, here's a quick video 
 

 
Any help would be greatly appreciated. GPU is a 2080 Super.

If it's only happening under load then it most likely is coil whine.

Thank you for the response, might be a dumb follow-up question but I did order new PSU cables from EVGA that for some reason wouldn't work with my motherboard for some reason. Even being for this particular PSU wattage, however I am using the VGA cables from the kit to power my GPU, could that be causing an issue as well?

I doubt it, but it wouldn't hurt to switch back to the original cables to see.

I always have V sync off and it set to 144 max on games. Cords didn't work, still buzzing. What is odd is that it only does it on certain games, I can play valorant or csgo with no noise but say I load up DOOM Eternal or COD MW and it starts instantly.

What screen are you using? 
 
Cap your FPS to 60 or 90/120 even if it's a 144hz screen.

I have a 2080 Super Black gaming and a Dell S24DG17, I assume that's probably what you have?  Due to neverending heat issues I have the nvidia control panel set to 120fps universally and I never hear my card whine, so maybe Jack is onto something.
