Quick question on this.  Lists 14 k memory, but Precision shows it at 7001?  Is the effective memory doubling this or is this card just tuned way down out of the box?  
 
My FPS in some titles are not where I think it should be based on system load.  So trying to decide if it is poorly optimized games running load on CPU vs GPU or if the GPU just isn't clocked properly?

As the others have said yes that's what's happening, 7000Mhz DDR = 14000Mhz "effective" memory speed. 
 
What makes you think you're not getting the performance you should be? Perhaps a little more details would help like what are you system specs and what game and resolution and with what settings are you playing at?
