My card is at an idle when starting a map in World of Tanks with the fps at 10 or below. As the map loads in its like the video card isn’t even working and then all of a sudden it jumps to around 275 fps and the rest of the map is fine. Can someone please help me with this? I don’t know if I need to change a setting or what?

You could try setting the power management mode for wot inside the nvidia control panel to prefer maximum performance.

Power management like Sajin said, or maybe you have a disk or cpu bottleneck during loading.

Open the nvidia control panel, goto the manage 3d settings menu, select the programs settings menu, add wot to the list of programs by clicking the add button if you don't see it on the drop down list of games/applications, change power management mode to prefer maximum performance, click the apply button, close the nvidia control panel. Done.

.... but why?
while loading map game shows you only static page/screen with progress bar. why you thing this should load your gpu at all? of course it is sitting at "no load" limit.
