Oh yeah I've seen that.  Maybe they could have made it bigger?  MORE EXPLICIT!!!!???  lol.
 
Or maybe OP could have read the directions for his $750 GPU.

The hoses being at the top most likely isn't the issue. I run my 2080 ti kingpin with the hoses at the top, and my rad is below the gpu. I'm thinking either the pump is faulty, or the thermal paste needs to be redone.

well, air in the pump is "faulty pump" too.
so at least need to check if problem exist with normal orientation and withour air in the pump.

if it will not help (well, at least you will not hear gurgling sound from your pump, just a high frequency tone) - next thing to check is thermal paste on die itself.
and also if you have to open your gpu - you also can try to connect your pump to motherboard and control it speed, so it will be less noisy.
 
my 2080ti hybrid sitting on 58C under heavy load @full speed with overclock (so card consume about 350-370 watts) and at 70c in games @low rpm (like 800-1200rpm instead of 2000).
