Hi all,
first post in this section.

I was wondering whether you could clarify what is the minimum speed EVGA GeForce RTX 2080 SUPER BLACK GAMING's fans will speed.
I understand that the card has iCX2 Cooling and no-fan-spin technologies but I was wondering what was the actual lowest fan speed %/RPM it can go (manual setting inside EVGA precision/MSI Afterburner).

I ask this as I'd like to upgrade from my current Gigabyte RTX 2070, whose fans are turning itself on and off almost every second when the card tries to turn the fans on below 30/40% fan speed (around 1.300 RPM which is LOUD), and while the fans are turning on and off the fan speed is revving up from 0% to 50% so it is very audible and annoying.

Many thanks  for your help!

Welcome to the forums.

Not to throw you off from upgrading, but depending on your exact model of card there may be a VBIOS update to "Improve fan RPM" like here for a Gigabyte RTX 2070 GAMING OC 8G (check the Gigabyte page for your card, then click Support)..Or you might try MSI Afterburner for fan control.

As for the minimum allowable fan speed on that EVGA card, I don't know.

Cool GTX
I think it is around 25 -30 % for slowest constant on fans

mine are EVGA RTX 2080 Ti versions ... I could test one if need be ..

my fans are @ 100% with the cards working hard Folding for the greater good
