I have a relatively new 2080 super FTW3, and the card seems to just idle at 1650mhz...  It doesn't cause a heat issue or anything, just high idle speeds.  I have a second system with a 2070 that idles down to the 300-400mhz range.  I also double checked the clocks via another program and it is just idling at 1650mhz.
 
Is this normal behavior for this card, or is something causing it?
