Hi. Just got an EVGA RTX2070 SUPER and it is making a lot of disturbing noise as heard in the videos.
The website is keep removing my links, but you can watch them by remove the space before the dot.

I am coming from an GTX 1080 that did not make any similar noise whatsoever.
 
Shall I return it in order to be swapped with another one? Thanks

No no. The noise is present at all times in both videos. In the first one it sounds up-down up-down, like a pattern. In the second one has the same level. Very sharp noises. Depends on the program or game that I use.
 
I just made another video where at the beginning there is nothing and after the mouse click at 0:07, it starts.

I dunno, man..Fan noise?..Use Precision X1 to make a custom/quieter fan curve or try the Stealth or Quiet presets.

I have switched off the fans completely and the sound is still there and exactly the same as can be heard in the videos

Sounds like coil whine to me.

I agree with GTXJackBauer.  It sounds like coil whine.  Here is a link to the official EVGA FAQ on coil whine.

Some recommendations include lowering or raising "power target" setting in Precision X1, and setting changing the "v-sync" setting to "on".

Capping your FPS to your screen's refresh rate usually helps keep the noise level from both fan and coil whine, power and thermals down.
