I just bought a new system with below specs:
 
MSI x570-a-pro
AMD Ryzen 7 3700x
Nvidia RTX 2070S
Samsung 970 EVO NVMe
G.Skill Ripjaws V DD4 3200 - 64gb
EVGA 700W Gold PS (and I've tried EVGA 750w PS)
 
When I run the graphics card under load it makes a constant, loud beep. 
I've tested the card using userbenchmark
I've tested the card using prime95 - the computer crashes.
 
UserBenchmarks: Game 108%, Desk 121%, Work 105%
CPU: AMD Ryzen 7 3700X - 89.1%
GPU: Nvidia RTX 2070S (Super) - 114.3%
SSD: Samsung 970 Evo NVMe PCIe M.2 500GB - 235.4%
SSD: Samsung 840 Evo 250GB - 95%
HDD: Hitachi HDS723015BLA642 1.5TB - 12.9%
HDD: Hitachi HDS723015BLA642 1.5TB - 51.3%
RAM: G.SKILL Ripjaws V DDR4 3200 C16 4x16GB - 87.7%
MBD: MSI X570-A PRO (MS-7C37)
 
I can find no information on anyone else experiencing this beep.  Is this a faulty card?

Prime95 isn't really a GPU stress test.  If anything, that suggests the issue may be more of a CPU/RAM issue.

Sounds like you may be talking about video card coil whine.

Have you checked serial numbers on RAM to make sure they are corresponding?
Just trying to make sure you have a "full" kit .
Different RAM can make anything possible.
