Hey, guys, I'm hoping someone could help me out here. I recently upgraded to an EVGA RTX 2080 Super XC Ultra Gaming card from a 1080 and was hoping to get a crazy fps boost but my frames are around 75-90 fps in modern warfare at maxed-out settings running 1440p. On my 1080 I was getting about 60-70 fps but I assumed I would get to at least the monitors 144hz rate with the new card. I've tried all these oc settings for all my parts but it hasn't really had an effect on the fps that's consistent. My gpu never goes above 70c and my cpu doesnt go above 60c so i dont think it would be throttling from the heat. heres a list of my parts:

g skill 16gb (3200mhz)
evga 650w gold rating psu
2* samsung 500gb ssd
1* hdd 2tb
let me know if there's any test you guys would like me to take or questions about my pc. I'm just trying to get the highest fps without sacrificing too much quality in games. I attached an image of my hwinfo results
1440p144 is rather demanding and most cards short of an overclocked 2080 Ti won't really be able to maintain it in new games at straight ultra settings. I'd make sure your fan/case setup is optimal and your GPU fans are fast enough to keep the card at about 65C. Get the GPU at max power and dial in the core/mem overclocks, then run some 3DMark tests. If you can get 12,500-13,000 gpu score or higher in normal Timespy your card is running well.
Otherwise look into to setting guides for MW, there may be one or two settings that REALLY kneecap the FPS with no real benefit. I run 4k60 with a hybrid 2080Ti and have to cut some settings on some games in order to stay above 60fps.
Also make sure there's no gpu overscaling going on in the game or nvidia control panel, where it is rendering the game at a higher res.
