Hey, guys, I'm hoping someone could help me out here. I recently upgraded to an EVGA RTX 2080 Super XC Ultra Gaming card from a 1080 and was hoping to get a crazy fps boost but my frames are around 75-90 fps in modern warfare at maxed-out settings running 1440p. On my 1080 I was getting about 60-70 fps but I assumed I would get to at least the monitors 144hz rate with the new card. I've tried all these oc settings for all my parts but it hasn't really had an effect on the fps that's consistent. My gpu never goes above 70c and my cpu doesnt go above 60c so i dont think it would be throttling from the heat. heres a list of my parts:
 
i7-8700k (4.7ghz)
EVGA RTX 2080 Super XC Ultra
g skill 16gb (3200mhz)
evga 650w gold rating psu
2* samsung 500gb ssd
1* hdd 2tb
 
let me know if there's any test you guys would like me to take or questions about my pc. I'm just trying to get the highest fps without sacrificing too much quality in games. I attached an image of my hwinfo results

Are those FPS with Ray Tracing enabled?  You might want to check and disabled it to see if that helps increase it otherwise, this is about right since my 2080 Ti gets around 90 FPS on ultra settings + RT enabled on 1440p 120hz.

1440p144 is rather demanding and most cards short of an overclocked 2080 Ti won't really be able to maintain it in new games at straight ultra settings.  I'd make sure your fan/case setup is optimal and your GPU fans are fast enough to keep the card at about 65C.  Get the GPU at max power and dial in the core/mem overclocks, then run some 3DMark tests.  If you can get  12,500-13,000 gpu score or higher in normal Timespy your card is running well. 
 
Otherwise look into to setting guides for MW, there may be one or two settings that REALLY kneecap the FPS with no real benefit.  I run 4k60 with a hybrid 2080Ti and have to cut some settings on some games in order to stay above 60fps.
 
Also make sure there's no gpu overscaling going on in the game or nvidia control panel, where it is rendering the game at a higher res.

Ya ive tried with ray tracing  on and off but its only like a 5fps difference

hmm ill look into the guides and control panel. Someone told me to try using DDU to get rid of the old 1080 drives so that might work. Ill keep you guys updated thanks

I should also mention with my old 1080 i was getting 60-70 running 4k not 1080p, that's why I was expecting a big boost

There's a very large difference between 4K (3840x2160) vs. 2K (2560x1440).

I would suggest running the benchmark 3DMark Time Spy. Also, the Tomb Raider demo trial you can download on Steam is free to run, if you can get that one too, it would be easier to compare your results.
 
As for Call of Duty: Modern Warfare... while I love playing that game, it's not optimized and it's highly dependent on up to date drivers. Are you running NVIDIA's 441.41 drivers? This isn't really the best game to base your computers performance off of.

Settings Wrap-Up
Normally, we'd suggest a slew of settings to tweak so you can eke out some additional performance, but in the case of Modern Warfare everything's been streamlined to ensure that the default settings run well on the widest array of systems possible. That leaves us with only Screen Space Reflections to switch to Normal, and Depth of Field to Off in multiplayer.

Instead, the biggest gains will be found scaling your resolution. For instance, 80-90% at 3840x2160 boosts performance by double digits, with only a minimal reduction in clarity (which you could counteract by using GeForce Experience's Alt+F3 Sharpening filter).

Enthusiasts will perhaps be disappointed by the lack of Ultra future-proofed settings, but you can't argue the game looks great, runs fast, and will deliver a great visual experience to tons of PC gamers.

hmm im not home but ill try everything suggested and run 3dmark and see what score i get. I know before i was getting in the 11000s range i believe.
