The chiller will work better for quick runs but for extended stress tests or real workloads the Koolance Erm-3kuk-c is going to a better option, your chip is going to be throwing out more than 450 watts so you will start to overload the chiller fairly quickly however that Koolance Erm-3kuk-c is one expensive sucker! you could certainly build a triple rad setup much cheaper but its a nice package for sure. The Koolance Erm-3kuk-c will also allow you to add whatever gpus you want to the loop without much penalty.

So from what I understand the chiller being able to keep the water temp sub ambient won't benefit me much? Like it won't help extract more heat out of the cpu?

It wont be able to hold the CPU sub ambient for anything other than quick benchmark sessions as you will exceed the 450 watt rating and then you will be just be dumping an extra 250watts into the room + your system draw Either grab a EXC-800 or a Hailea hc-500a which has the power to hold your coolant sub ambient under heavy load or the Koolance Erm-3kuk  would be my recommendation. Keep in mind if you go sub ambient you need to be vigilant of condensation or do some serious insulating. Those Hailea units can be had for around 500$ new from somewhere like performance pcs.

So from the little testing I have done. It does not seem like a chiller is really going to get me better clocks.
 
So I guess my question is will it give me better temps than a koolance erm-3kuk. 
 
It seems like a fools errand as this is not a benchmarking system so really just wasting money i think. I dunno.
 
It is quite nice to have all the heat removed from my PC area. But I guess the erm-3kuk will do that too.
