I have a Z390 FTW installed in a DG-76 case. I have the two top mounted fans connected to the SYS and PWR headers, and from the BIOS it looks like all I can do is set them to 100%, they wont SMART control. So they are going full blast all the time, and the stock fans are quite loud. Any way to control them better? I feel like I should be able to make this automatic.

This is the best way to control them: https://www.amazon.com/Lamptron-Speed-Controller-Channel-Black/dp/B002R84J28   The only thing is that you have to make sure you have a decent psu cause this thing can use around 250 watts itself if you max it out, but it can run a few fans on each channel. The bios smart control your trying to use should have a temp and speed percentage together, maybe you need to put something on manual or custom mode to get smart to change over?!??! This is what I see in your manual: https://www.evga.com/support/manuals/files/123-CS-E397.pdf  the next page 87 shows you what your looking for exactly. You have to be using 3 pin fans to get the voltage control at the least.

I can control the 2 fans I have connected, but they use the full 4 pins on the header.

My bad. these fans are 3 pin and thats why. Going to get some Noctuas later on to replace them.

I got the 4 pin fans but still cannot control them dynamically. Do I really need to invest in some kinda hardware fan controller in order to set the other fans to automatically adjust with temp?

The SMART curve only affects the 3 SMART fans, not the other PWM fans isn't that correct? I've been in the BIOS looking at this

Correct see below for Z390 FTW have 3 Smart Fans pages 87
 

For Z390 Dark do have 8 Smart Fans pages 90

Yes a little late for that, unfortunate that all the fans are not SMART in the FTW for a premium board. The DG case also does not have any room for external bays so it will be difficult using a fan controller
