Did Agent Tiny Tim forget to solder on the second BIOS on the Dark board?
Look closely, there's a BIOS selector switch next to the BIOS socket.  Underneath it is an empty area labeled "BIOS"

Sorry, I am meaning does it have built in AC wireless like the 9th gen series chipsets support like most of the higher end ASUS mobos have?

I would say no because the Current Bios Chip on the Dark Holds Three Different Bios Setting that the Switch changes to.
Also that is a Removable Bios Chip on the Dark, it is not solder on the MB
PCB has many uses.

I do not see that they come with a WiFi Device or that it is not listed under the specifications or accessories.

The Z390 Dark has an Intel AC-9560 chip.  So, yes, it will support AC wireless.
