I am curious because I consider stepping up from a gtx 1080ti ftw3 but I do not want to leave the oc potential behind.

The techpowerup article stated, there would be two versions.
With  variant A being the "binned" one used for overclocked cards, while the variant without A would be used for MSRP non-oc cards.
 
The black edition has a mild overclock of 30mhz so it will be the A variant right?

I'm not sure why but my card is running at 0% fan speed by default. Can anyone help me with this? EVGA 2080ti XC Ultra.

I think 0% when the card is fairly cool is normal. The fan turns on when the temp hits around 50C. I've played with custom fan curves that are at 0% until the card hit's 45C, then turns on the fan to 40% and ramping up from there, works well. I don't see a great advantage to a custom curve with my card, so I mostly just use the default fan setting. Since my pc is only used for gaming a small percentage of the day, saving wear and tear on the fan, plus less dust in the heatsink seems like a good idea, so I like the fan shut down while the card idles.

quiet mode - fans will come on under load at around 60 - 65 C

are XC ultra cards binned to be higher than XC cards  for 2080Ti's ? I would rather save some money because I am planning on WC ing and the stock cooler mean nothing.
