Might have been a bad flash. Try downloading the file again and reflashing (make sure to set BIOS defaults first).

I found the ISSUE.  I flashed to the latest bios.  bios at defaults.  Same keyboard issues.  I booted into safe mode.  No issues.
 
I randomly thought I should kill the evga precision x software and it fixed my issue.  The new bios and evga precision x is having conflicting issues.

Have you tried disabling just  GPU power monitoring in Precision to see if that makes any difference?

That seems to have fixed it....Thanks!  I wasn't getting these symptoms with the earlier bios.  What made you think of this?

1.  What is your video card model?
2.  What happens if you totally remove Precision x from your computer?

If i totally remove precision x software. Problem goes away. 
If i simply end the processes in the task manager.  Problem goes away. 
 
It has something to do with EVGA precision X.  I have the latest version.

Are the TI's FTW3 or FE, or Black?  If you have FE or Black...you can give MSI Afterburner a try.

EDIT: I take that back, the issue came back.


There have been scattered reports of applications that poll the GPU for performance metrics causing stuttering. Several indicated that power polling seemed to cause it.
