Only suggestion I have would be to try and get the actual .rom from evga and flash it with nvflash.

Hi I have this card: 08G-P4-6276-KR - EVGA GeForce GTX 1070 FTW ACX 3.0
and it is on the 86.04.26.00.70 and 86.04.26.01.70 BIOS versions.
 
I tried updating the BIOS to this latest version in command prompt and it shows:
 
NVIDIA Firmware Update Utility
Version 5.328.0
  The display may go *BLANK* on and off for up to 6 seconds
  or more during access to the EEPROM depending on your display
  adapter and output device, it will begin in about 3 seconds.

Adapter: GeForce GTX 1070     Device Path: S:00,B:01,D:00,F:00
 
After that, the screen goes blank for a bit, then comes back and the command prompt goes back to a blinking cursor. Checking the BIOS version shows that it hasn't been updated and is still at 86.04.26.00.70 and 86.04.26.01.70 BIOS versions.

 I am having that same problem. I have to try that suggestion.

Does the bios update exist for a 1070 sc2 08G-P4-6573-RX?  The vbios revision I am using right now is 86.04.50.00.70.
