Has there been any announcement of when the 3090 Kingpin will be available for purchase to the general public, i.e. non-elite members?



In the US that likely won't happen, too many scalpers would try to get one if they removed the one "goal post" they can put in place to deter lazy scalpers from being able to purchase.
 
Usually Kingpin cards are pretty exclusive, not totally sure if they have always been Elite Only, I don't believe so, but I think this generation it will stay that way, as it should - IMO they should wax anyone who scalps their card (reselling it without using it first) from being able to buy them ever again, but I doubt they'll go that far.  There'd have to be exceptions for people who legitimately want 2 cards for SLi benchmarking record purposes etc, and all that jazz.
 
Mine will be here Monday.  Hopefully... after a shipping issue, I was all kinds of worried it was cancelled then not cancelled then they said it was returned when the label was showing it never moved, turned out somewhere between the warehouse & UPS, the label got ripped off - normally eVGA refunds anything that's returned by UPS directly, so they started that process, but luckily I contacted them today & they sent it back out, this time with an Overnight upgrade, so it'll be here Monday (I hope) instead of... whenever it got here via Ground.
Lesson there is: If you place your order before the 2PM Pacific cut off & you don't see tracking action by around 4:30PM Pacific, call them to make sure it shipped properly - it doesn't take them that long to check, and it'll save you one heck of a scare like I had thinking is my card lost, etc.
 
Speaking on the topic of overclocking, what's the mean/average y'all folks are seeing so far in clocks without the 1000W BIOS?  I'm hoping I can get up close to 2200MHz, kinda sounds like that's hit or miss so far for most folks.
Also, the final model AKA what everyone's getting has plain black fans right, not RGB ones?  Just double checking - the less cords the better so no RGB is fine by me for now, especially since I'm planning to run Push/Pull testing... gonna run it in push only first then push/pull to see if it helps with temps at all.  Given the radiator size, I'm anticipating the impact will be much less than it is on a 120mm/240mm AIO GPU setup, but still notable.

I have not assembled my loop or block yet, but have purchased the following for the same reason you mention:
50x50x20mm aluminum heatsinks link
Self adhesive thermal tape link
Crafting wire link 
- the crafting wire is to fashion some sort of clip to secure the heat sink(s) to the back plate - I will have my GPU mounted vertically, so I don't think thermal tape alone will hold them in place.
 

 
I got 4 of those 50x50x20mm aluminum heatsinks you linked to and have them just sitting on the backplate for now:
 

 
So 100mmx100mm is just about perfect for covering the backside memory area.  Without the thermal tape (should be here today), memory temps dropped by about 4 degrees to low 80's with moderate airflow (2,180 rpm) on my pair of Noctua 3,000 rpm industrial fans.
 
I added a 120mm on top of the heatsinks as well, that gave me another couple of degrees:
 

 
Really looking forward to a dual water block solution for this card.  Still, getting down into the upper 70's with this temporary solution is better than nothing:

Have to ask Vince for XOC BIOS (a.k.a BIOS 1000W) through email, right?

AFAIK there is a tool called Classified Tools, which allows user to control voltages and other parameters, where could I find latest version of this tool?

After that, Should I use Precision X1 to control clocks?

I came from overclocking a Titan Xp for a while, and I used MSI AfterBurner to change frequency curve, so would like to learn how to do this in PX1.
At the moment, I ran 3DMark Fire Strike and could not get pass 470W (520W BIOS), MEM = ~11000MHZ, Core= 2150-2160

Is this what should I expect?

I will buy Port Royal today so I will provide more info.

I have not removed the back plate, but I looked at a pic shows exactly where the VRAM is located.  So I changed my arrangement slightly after applying the thermal tape to be as follows:

 
I also upgraded to a Nuctua 3,000 rpm capable fan and slightly changed its location to direct a bit more air over the heat sinks closest to the motherboard.  I basically raised it slightly so that it was at a slight angle and rested on the CPU tightening knobs:
 

 
Turns out the thermal tape did not make much difference since the heat sinks made excellent contract and transferred heat quite well just resting on the back plate.
 
Here are my results with the fan at 2,000 (Current) and 2,900 rpm (Minimum):
 

 
I'm happy with the readings I get with the fan @ 2,000 rpm as it is relatively quiet where the 2,900 setting is annoying and only lowers my temp by 2 degrees max.

Installing the xoc vbios won’t make the card draw more power unless you run an app that can make it draw additional power such as Furmark.

What are you running to generate those temps just out of curiosity? Games, benchmark?

I don't have a KP. Same as a lot of people I ended up with a so so 3090 (Zotac) and have had the same problem with backplate overheating particularly when mining on the side (I bought it for gaming). This was my solution similar to yours.

I've been follow various threads to see what other solutions people had come up with. I can't get mem temps but my measured backplate temp was reduced from 150F to 125F according to my tire pyrometer (my other expensive hobby lol).

To those who don't, please be cautious-- the 1000w is different than the other BIOSs and is a "real" XOC BIOS.  It does not have not have the normal protections running.  Poor cooling/hot spots/poor voltage settings in the Classified tool etc could hurt the card if not careful and/or new to this.  
 
What are your current GPU temperatures/speed/ambient temps on the stock BIOS?
