I'm not sure if I edited it the way that you suggested (software isn't my strong suit). 
 
On that note - I actually got Dolby Atmos working out of my 7800X3D's integrated graphics using a DP to HDMI cable to my receiver (running the latest 24.9.1 Adrenaline driver, 1080P output). I didn't get it working before because there was no audio output using any setting (stereo on up to Dolby Atmos) - and I think that was because I still had the 4090 FE hooked up to the receiver, which may have caused Windows to do Windows things and not route the audio properly even though I'd disabled the 4090 FE's connection in Windows Sounds. Did I mention that I hate software?
 
A huge bonus is that my Asrock X670E Steel Legend lets me prioritize the discrete GPU for booting (as I'm sure most boards do), and so I get video output to my TV during boot!
 
So, I've found a third option - just don't use the 4090 FE as a Dolby Atmos sound source at all, and just use a CPU's integrated graphics instead.

Well that makes too much sense. It's not like you needed a 4090 for sound.

Well, I did when I had a 5800X3D for my primary gaming system. It's great having built in graphics (and getting it to work, lol!).
