im somewhat confused about these new changes. I hope someone can break them down better and explain, maybe with some random scenarios . 

So, let's try this.
 
Please remember that the queues are CLOSED as of right now.  They will remain that way indefinitely until the queues catch up.  This means that all queues are locked in place, as of right now.

• From now (10/5) until Friday (10/8):
  • We will continue processing notifications as normal through the rest of the week. 
  • If we sent out notifications for a card you would have been eligible for on Monday and you were excluded due to the new rules, we will include you in the notifications when we have stock again.  No ETA, I don't have a list of cards that went out, and we cannot lookup your queue position to tell you if you would have received a card.
• From now (10/5) until Sunday (10/10, PDT time):
  • Customers must review their notifications and decide which two cards they want to keep notifications to purchase.
  • Remove all but the two card notifies you want to keep.
  • If you leave more notifications than 2, then only your two oldest notifies will be recognized by the system. 
  • As Jacob noted, we strongly recommend to keep your XC3 ULTRA and FTW3 ULTRA notifications.  These will be the card-types that we have the most stock available.  If you want to guarantee yourself the opportunity to get at least one card (as much as can be reasonably expected), stick with one of these two types of models. 
  • Feel free to stay in a HYBRID, HYDRO COPPER, and/or K|NGP|N queue.  However, we cannot guarantee future availability or enough quantity to make sure everyone gets one.
• Starting Monday (10/11 PDT):
  • Our system will no longer recognize your third oldest and newer notifications as part of the notification queue.
  • If you are able to purchase one of your oldest 2 notifications, your third oldest notification does not become your "new" second oldest notification.  The system will simply exclude it from consideration.  This is why it's best to make sure to remove all but two of your notifications; leave no room for error because you misread the timestamp on one.

 
Hopefully, that covers the immediate questions.

Will those of us that are locked into queues that might not drop again have the chance to move to a new queue in the future when there's new cards being made available without losing the time we've spent waiting so far?

There's many of us that have been in the queue system for most of the year if not longer and still haven't been able to purchase a single card yet. It'd be quite depressing to have to start the process all over again.

I only added one card, the EVGA GeForce RTX 3080 Ti XC3 GAMING 12G-P5-3953-KR. Will they ever make more of these cards or not, since it isn't an ultra? I'm in the queue for this.....but if it is never going to be made again then maybe I should buy one off ebay for $4,999 from a scalper.

You'd be grossly overpaying for the privilege of having no warranty. If you're thinking about going the scalper route check stockx first, but I wouldn't recommend it either way. You'd be taking a risk that it's a card from the bad batch that came out earlier...

You should not support scalpers.  You should also not pay $5k for a card that is MSRP of around $1400-1500.  According to the evga queue website, the last drop of that card was Sept 29th.

What other options we have? Specially in EU, 3 min for 6 months waiting, yes, we will wait 10 years to get something for a decent price.
Now with the new rules, regulars gamers cannot activate the elite access when thousands bots surely done that this year. I wanted become elite member for the next generation cards, it will surely not be possible now. I wanted join the current threads here to buy a using card "no sufficient permission", I can share the my last invoice for my current card, printscreen my control panel if necessary, only few cards will be available every month here for US, for EU, this market seems not important.
So yes, as a lot of people, my money will surely not go to EVGA, sad but true

had to drop 3080 from 2020 queue as i see its hardly any supplies out there .. kept 3090 rtx february /3080 ti june from 2021 queue... but i am afraid once nvidia push SUPERS out chance to get non super cards will be impossible. same happened with non Ti cards... once Ti lineup dropped there was almost none standard non Ti cards to buy.

You can still become elite by watching watching livestreams on the TEAMEVGA Twitch.TV channel or purchase of qualifying products.

I have three emails confirming I have three products on the notify queue from back in December 2020, but nothing listed on the notify page of my account? I since changed my email address on my account (I do still check the old email), could that be why my account's "notifies" page doesn't show anything? Help?

cant figure out how to add cards to the notify.... when looking at the 30s cards I don't get any option to add one.
