Well turns out there is no fix for the power issue I'm having above ^^. Seems like it boils down to the analog voltage regulators that EVGA went with. No amount of software/firmware or mods will result in a performance uplift either. Quite disappointed to see that in an Ultra card as I could've gone for something less premium with largely the same performance. Not going to fork out for an Asus though, their price premium here is enough to buy an actual car. Not a new car, but still a real drivable car.

the LHR should have the revised controller i believe? the NCP81610 instead of the uP9511R?

Is there any way I could confirm that - preferably without taking the card apart? 
If not - do you have any ideas on how I could pull more power so we could theoretically confirm it? So far no matter what I've tried the "Normal" BIOS and XOC BIOS perform exactly the same even under low ambient temps (10C) to allow for better boosting. In TimeSpy it won't pull more than 360-370W. Highest I've seen is 390W if I round up.

On my hybrid i can peek under the fan and see the controller. Might be possible too on yours

When trying to convert to a hybrid by flashing a BIOS, I mean.

For those of you with the 3080 FTW3-type LHR cards, give this BIOS a try:  https://www.evga.com/EVGA/GeneralDownloading.aspx?file=4898.zip
 
Instructions:
•      Download the 4898.zip file.
•      Extract the files to a location on disk.
•      Make sure no programs are running in the background, and double click 4898_Normal_ovu.exe
•      Press "Y" to begin the update.
•      DO NOT TURN OFF POWER OR RESET DURING THE UPDATE PROCESS!
•      After update, restart PC.
•      For OC bios(4898_OC_ovu.exe), you must toggle bios switch to the position of OC and do the same process as above.
 
If successful, I'll add it to the main post.

My mobo bios does not have the fast boot option. it is an msi x570 meg ace. i can turn it off inside windows but thats it and that did not help. Is there an option in mobo bios for fast boot that I am missing?

only one you can try is the GALAX HOF 1000W bios but you have to keep an eye on power draw to not blow the fuses on your card
