Has anyone had any luck resolving this issue or finding a replacement? I just bought a used board on eBay indicated to be in working condition and this fan is going crazy.

I had a similar problem, removed the cover from the motherboard and dropped oil on the fan axis and the noise disappeared

Which screw(s) did you remove in order to get at the fan to do this?  There's a small screw on the shroud near the fan and it looks like there might be someone on the back of the board holding it on as well (I really don't want to unmount my MB if possible if I can remove a screw from the front).
Like the OP, the noise is driving me crazy as well with my x299 Dark MB.

How did you remove the shroud though?  I can see the three screws that hold the fan down itself, the problem is getting the shroud off to be able to get to the fan.

how to remove the cover, see the manual, page 43. After removing the cover, you will need to carefully disconnect the fan power from the motherboard. Then you can unscrew the fan

Update
After you remove the shroud from the motherboard, you will see a fan. The fan can now be removed by hand.
