I am interested in a GPU on ebay that is listed as new / sealed but the seller does not have the original sales receipt (they stated that they received it as a gift). Is it possible to transfer the warranty, assuming there is one without it and only the Ebay receipt / transaction record?

So long as it is a -KR part number, you should be fine.  You'll just use the Ebay receipt to upload for after you register the product on your account.

I saw something advertised through an EVGA email and am tempted...but it is  B stock and I couldn't find anything specifically mentioned about B stock 1 year warranty.
With issues today I might not receive the item for a month or more.
How would that affect things?

B-Stock is 1 year warranty. For the other issue you would need to contact them for the answer.

i bought the 10 year extended warranty on a GPU.  if i sell it, can the secondhand owner have the remaining time on the 10 years?
 
or if i step up, will that 10years transfer to the new card or do i have to buy another extended warranty?

No extended warranties do not transfer to  a secondhand owner, they will only receive the remainder of the original warranty from when the item was shipped from the factory. As far as the transfer moving to a different gpu if you do a step-up i don't believe it will transfer in that instance either.

The step up will acquire the remaining warranty of the GPU.

Selling the GPU will only have the original 3 year warranty.

If your original item is within warranty contact EVGA to make sure the item is defect.

I had to RMA a second hand card, EVGA accepted my PayPal record as proof of purchase and the card was replaced quickly. The replacement overheated but it was repairable with some MX-4 on hand. MX-4 is cheaper than sending a card back on RMA. Following that I moved into a more powerful card given the old card was overheating at 4K.
