While I'm on step 4 of the guide I also get this grey line by my yellow line and my voltage goes to 1.068 (the grey line) instead of 1.093 (yellow line) on my 2080 ti. Why is it doing this?

Was your card running at those clocks before you started?

No I just tried it again and the grey line is now at 1.081. It always goes below the 1.093 mark

If your voltage is going down after setting it to 1.093 it's because your temps are going too high when under a load,

No I'm only on step 4. I am sitting at like 27c

Then your card is running at elevated clocks on the desktop. It should be running at 300/405 before your start the process.

It is but this grey line is still here. It's even here before I start following your guide. What is this grey line and how do I get rid of it? I don't see it in your pictures or anyone else's.

It's just telling you your current voltage/frequency. Nothing to worry about. Just follow the guide and you'll be ok. That line is the line you want to merge with the yellow line in step #10.

I want to copy your curve so my OC won't drop since my gpu never goes above 58c. My graph has a lot more points than yours, is there anyway to reduce the amount of points it has to make it easier?

No there isn't a way to reduce the points.

I'm not trying to be rude, but what's the point of this guide since the voltage will never be constant due to gpu boost?
