Performing a clean install is now best not to connect to a wireless network or be connected to LAN with Internet. If you do, Windows won't give you an option to create a local account. It forces you sign in or create a Microsoft account, then later create a local account when you're in Windows.
I performed a clean install on a customer's system the other day doing the usual connect to network beforehand and it no longer gave me the option to create an offline account. That's my only gripe.
Being offline beforehand gives Windows no choice but to create an offline local account.
