I hate the fan profile! EVGA and others need to stop listening to the whiny few that complained about it not being like the strix! The fans can keep this card well under 65c in most mid towers running at only 30%. And for the people trying to run a semi-silent gaming rig, the fan profile is a disaster! Because the extra unnecessary heat build up can cause the CPU fan to spin like crazy, just to keep the CPU at normal temps. After that a semi silent rig becomes fairly audible. Also if the card can run cooler, And it can run much cooler than the factory fan profile. Then what the ---- is the point in buying a GPU with double fans? It makes no sense! It used to be when you bought a double cooler card, You never had to worry about messing with the fan speed. I would love to have the older fan profile rather than this one! The ACX coolers are nice, But the ACX 1 and 2 is not good enough for a semi-passive cooler setup! Because the VRMs and the backside V-ram are mostly left out from this cooler's setup, And there is allot more heat generating than just the 60c detected on the GPU chip. In other words don't set a semi-passive cooler setup on a cooler that was not designed for it! This cooler was design only for a non-passive fan profile. And it really irritates me that I have to run a extra program in the background just to keep the card properly cool. Especially after paying over $300 for the thing! The semi-passive setup is pointless anyway! Because the fans are still going to eventually run anyway! It's like washing a car so you can drive it through mud! It makes zero sense!

I, personally, would like to be able to have my fans spinning regardless of temperature...it unnerves me (and you can say "shouldn't worry you!" all you want) to have them dead.

my fans arent spinning regardless of tempature i got the card to 85 they didnt even try to spin.i even tried msi after burner and evgas precision and they didnt move at all is there a way to fix this without getting a new card

Does your card have a second bios? If so, try switching over to that bios and see if it makes any difference. Also, remove your card, and check the fan connector. It is right next to the end of the pci slot portion of the pcb.

i learned that it wasnt a software issue that i had it turns out my graphics card had to much sag and something wasnt connecting through the pcie slot causing fans not to receive power or commands so i tied some fishng line to the corner of the card and tied it up through the fan holes and now it dosent sag

Did you install the case screw in the back of the case to hold the GPU mounting bracket ?
 
Is the GPU locked into the MB  --- usually there is a tab or latch on the MB  --- card has to be fully seated to lock

Yes i have it screwed into the case very tight with both screws i have a fractal desighn define r5 i think its just my motber board something isnt connecting properly in the pci-e 16x slot but when i push the end of the gpu up the fans start up and the temps go down

I get 250 fps using MSI Afterburner, Precision X 16 was only giving me 120 fps.

It isnt you.
I have had to do that with both of my Titan X video cards.
EVGA should include backplates (ideal), or move the power connectors somewhere else.
Seeing all these problems with the 900 series though, I am wondering if they skimped on the thickness of the pcb's on the 900 series cards.
