intel s2600cp2j issue

Question for anybody with experience on the s2600cp2j --
I built my rig to test my cpu's and ram. It booted into the bios no problem. I turned it off, and added the rest of my ram and ssd. Turned back on... and nothing. No display, just a series of beeps after about 10-15 seconds. 
Troubleshooting:
Removed 1 CPU, and all ram but one stick. Same problem. Switched CPU, same.
Cleared CMOS, no luck.
Tried a boot recovery from USB -- fails after a couple seconds.
Was worried it was my CPU's, so got a new super cheap CPU. Same problem. 
I'm at a loss - anything else I can try?

    Are the beeps a code, like 3 long, two short?
    Did you remove the SSD, since it worked with it out first time? And nothing in USB but keyboard/mouse.
    Is the -12V at least 0.5 amps on the PSU you are using?
    When you reset the BIOS, did you unplug the PSU, remove the battery and push start button, then short the pins 30 seconds.
    I would try it with two sticks of memory also, try different sticks.

    hi Bill, thx for note.
    -the beeps are 5 total, but all very quick.
    -in terms of ssd, yes, no longer in.
    -psu is an evga 850 GQ, -12V at 0.5 amps.
    -i did not remove battery, but otherwise yes to the BIOS reset.
    -i tried 2 and 4, mixture of different RAM sticks.
    I believe I'm going to see if NATEX/R2dissassembler will perform an exchange.

    I have found with these boards, sometimes they beep a few times and click click click, and it takes a couple minutes to get going.
    Something in the BIOS it sees 2 keyboards.
    Did you wait and give it a couple minutes?
    I think I read some ware a BIOS update may fix that issue.

    yeah, i've waited a fair bit on it, but no luck. after the quick beeps, all the diagnostic led's stop flashing, and it just sits there until i turn it off. 
    the weird thing is the utter lack of video coming out of it. it never even displays that it's trying to enter BIOS etc. darn computers:)
