iCX Fans Can't Run Below 45%?

I (and many others on r/EVGA) have noticed that the iCX fans seem to turn on/off every few seconds when fan speed is set to 45% or below. The result of this is hearing the fan rapidly ramping up and down from 0 to 800rpm every few seconds while idling. I understand these fans can do 0rpm, but can't seem to handle low rpm (<500)? Is this by design? My only solution so far is having the fan set to 50% minimum.

Here's what I've gathered from my 3060Ti and 3070 (Normal bios switch):
Fan %     Output RPM
0-30%    0
30-45%  Turn on/off. Only way to get 40-45% to be stable is running fans at 50%+ first, then backing down.
50%       858 (Lowest stable rpm)
 
I've also noticed with the 3070 FTW3 when set to OC bios, the minimum fan% is "30%" yet is running at 1445rpm which is more than 60% for the Normal bios. See image in link:

Seems kind of odd for EVGA to rebaseline "30%" between the two profiles. I thought OC to simply be a more aggressive temperature-rpm curve with 30% minimum speed (but might run into the first issue I mentioned above?)

    I don’t know much about the issue below 45%. The only thing I can assume is that the OC bios has a completely different overall range for the fans compared to the normal bios.

    If the normal bios has 0rpm to say 1750rpm limit to keep noise down, and OC bios used a 1000rpm to 2500rpm because noise isn’t consideration, then the percentages will absolutely be different between the two for scaling. Normal bios settings are intended to be quiet, so I would assume the overall range is much lower.

    The max rpm for both bios is 3000 though as shown from my plot. 
     
    100% Normal = 100% OC

    Hmmm.. then it’s probably the minimums, since 0 is a lot slower than whatever the OC has for a minimum.
