I find it awfully interesting how the CPU changes frequency so much.

I've been running 3dmark tests and it will bounce between 1.3GHz to 4.7GHz.

I figured if you were running any type of GPU test or even game the processor would max out period--just to ensure you had full CPU power.

Things have changed I guess. :D

Set performance mode in Windows to Max, and verify advanced settings to have minimum cpu speed to 100% and max to 100%.

    Then your speeds won’t change.

Your speed changes because the GOU is doing all the work and the cpu is only passing instructions back and forth, so some portions don’t have to be fast as long as the gpu is loaded properly.

What did you set AVX in the Bios to?
Run Api Overhead Test  and post the link to it.

I'm torn if the 8700k is worth it? I've heard previous gen i5s get the job done just fine with no problems.

I'll check -- I did not set AVX to anything; if it is auto.

Under the 10223 Score your CPU and GPU are Overclocked higher than your 9640 Score
CPU 4,700 MHz 4,300 MHz GPU this is why their is a difference.

The Default on my Z370 FTW was 3 Not Auto. @44 I set AVX to 0
I posted the difference between 0 1 2 and 3 AVX settings to show the difference in another Thread.

I have the 4790 and never used 100% unless for benchmarks

You wimp! Real men have 10 Delta fans to drown out any irritating noise coming from speakers, headphones or wives.
