if you look at the linked picture you will see that the fan performs at 51%
obvious if you look at the card the fan does not turn
 
this happend without any cause.

    i  didnt do anything and the fan stated operating at full speed.
     but the app says its running on 54 %

    As long as your video card isn't overheating I would just ignore the software readings.

    Welcome to the forums..Something seems amiss..Did somebody modify/flash the card's VBIOS that you know of?..Did you get your card new/used?..See where NVIDIA Inspector says "BIOS 80.80.34.00.80 [MODIFIED]"..NVIDIA Inspector says [MODIFIED] for my card only because I modified the fan speed curve, with the original unadulterated BIOS it don't..And I'm not seeing any GTX 780 Ti with a base clock of 1150 MHz in the EVGA Product Specs unless I overlooked it or it's not in there..Knowing the Part Number of the card might help..The P/N should be on a sticker on the card..Maybe try seeing what GPU-Z or EVGA Precision Version 6.0.9 (near bottom of page) readings say.
