Set power management from adaptive to prefer maximum performance, either for Overwatch or in the Global Profile.

You can find this settings by launching the Nvidia control panel > Manage 3D Settings > Power Management Mode > Maximum Performance.

In your Nvidia control panel, Overwatch is in there.
Open Nvidia control panel, click on manage 3d settings, click on program settings tab, there it will list all your programs on your computer. Scroll down to Overwatch to select it, then set your display settings for it from there. Namely set power management to " prefer maximum performance".
Alternatively you could set it in the Global Profile, but then it would always be activated. I prefer to leave Global as adaptive, and set each game profile I run to prefer max performance.

Or just set it in the applications profile for each game and leave the global on adaptive so that it clocks down at the desktop.

If you're in window mode and getting 60fps, the card doesn't need to run at a higher clock for that game. Try full screen or try taking Vsync off and letting the card use fast sync. Should have it higher at least.

Just noticed it says at 60FPS.  Turn off VSYNC and it will go up.  Or use KBOOST and it will run at a maximum, but that would be pointless other than heat and power draw if you are locked at 60FPS.

Windows deals with windowed programs. Unless the game is setup properly, windowed mode if not full screen will effectively put Vsync on. Gotta run most games full screen without windows for max performance.
I generally use my phone for stuff so I don't have to alt-tab out of the game.

Nvidia control panel, manage 3d settings.
Set it up for Fast Sync,
Windowed mode if not Full screen will cap at windows refresh rate of 60hz. Since it would be part of the desktop environment. You either need to be running Full screen, or for certain games windowed full screen (not all games do this properly as it used to cap at monitor refresh rate as well).

In the NVIDIA control panel as well where you set the power.  If it is set to on, it will override the game settings and may or may not override Windows for Windows mode.

If you are running a 60Hz monitor then that behavior is perfectly normal. The graphics card will not normally go up to the max frequency unless it is under a full load or it is forced to run in the more performance oriented power management mode. Try a program like 3Dmark to verify that card can reach its max frequencies.

Disable V-sync in the game and Nvidia panel. Best regards.

It could be in game settings limiting it to 60fps, set it too 300(the max) it run at a much higher fps but thats above the monitors refresh rate. (mines set to 146 @ 144hz monitor) i also noticed when i limit my fps it drops gpu usage a lot and mhz.
