Help: Will 3070 better than 3080 with my old set up?

Cpu: i7 4790K
GPU: EVGA GTX 970
MotherBoard: Asus Z97 pro Gamer
Ram: 32GB G Skills 1333MHz
PSU: 850w platinum
Water-cooling: 150mm master cooler

This is my very first set up 5 years ago. I run at 1080 x 1920p on apex legend and modern warefare. The fps are so bad that I quit the game since last year 2020. And I just recently downloaded the game back when I received the email from EVGA said the rtx 30 series will available soon.

My current que is since 2020 for rtx 3070 but i do not get the chance to get the card yet. Finger cross. Or should I wait a bit longer to try to get RTX 3080 instead?

And does anyone know about KR (none LHR) or KL (LHR) comparison? Does it matter for gaming? Thanks.

    You need to check the last four digits of the SKU you queued for against this list to see how it is moving:  https://forums.evga.com/FindPost/3480465.  Again, I would do the same for the 3080 if you are already in the queue.  Unfortunately if you are not in the queue already for the 3080, the queues are closed for the foreseeable future until EVGA clears the backlog, which may take a very long time.
     
    As far as non-LHR versus LHR in gaming, there is no difference.  Just for information, the short form, the only GPUs that are non-LHR are 3090s, all others are LHR now regardless of the letter suffix.  NVIDIA stopped production of non-LHR chips many months ago.

    Hi, Flint 1760. Thanks you very much for the help. And I accidentally removed RTX 3080 in my que so I have only rtx 3070 que. I am still happy if I can get the rtx 3070 tho. And based on the link you provided to me and I think I will have higher chance to get it soon by this October. Finger cross that I can buy it and I won’t need to suffer the fps lag when I'm gaming ever again.

    Checked some benches of this vs. modern hardware, it's comparable to an i3-10300 with a straight 1650.  OK for the lightest games at 1080P I suppose.  I ran a really good 2080 Ti with an i5-10400 for a few months, it was fine but only did 4K60 gaming with it.  The 4790K might be pretty undergunned at 144fps, but it depends on the game, you can test it by setting 720P and turning resolution scaling way down, so the CPU load maxes out.

    Very impressed with the 3070,run 4k ultra settings with no issues.Dont think you shouls have any.

    just get a 3070 for 1080p monitor... , 3070 would be good even for 2k monitors
    I went from 970 to 1070ti to 3070ti over past 7 years or so.. big difference between
    1070ti to the 3070ti.. 
    Like kevin said above about the 4790k , it might hold some games back , but still good cpu.
    if your in evgas que , chances are good , just post over there in one of the que threads your
    notify date and type of card your in que for..

    Yeah OP said nothing about his intended refresh rate? Op says setup is 5 years old - 2016, but the gear came out in 2014.  Back in 2015 144hz 1080p and 1440p was already a thing, so does OP have a 144hz panel, or less, or is he going to upgrade?  The 3070 is going to crush 1080P144 in most games and is complete overkill for 1080P60.  But the CPU is going to struggle mightily maintaining 144 FPS in many situations.  You can do a 5600X or 11600K with a modest MB, 16GB of 3600CL16 Crucial ram for about $500, less if there's a Microcenter near by.

    While you wait for a new GPU, do what I did and upgrade your CPU, as it will definitely bottleneck the newer graphics cards. It will be a substantial upgrade, in your case.

    Check your CPU usage in games. If you're constantly near 95-100% CPU load, your CPU is struggling to keep up, and it will hold back the full performance of your GPU.

    For me, my PC was an i5-3570K + GTX 970. I upgraded to an AMD 5600k (about 4-5x times better, according to online CPU benchmarks), and I noticed higher frame rates with my GTX 970.

    For a frame of reference, I'm currently playing Star Citizen, an space simulator game (still in alpha) with bloated PC requirements. With the i5-3570K/GTX 970/24GB DDR3 RAM, I was getting an average of 10-25FPS at 1080p low settings (CPU often at 100%). With the 5600k/GTX 970/32GB DDR4 RAM, it's been bumped up to 25-50FPS at 1080p medium settings (CPU about 30-60%).

    Thank everyone who posts and helps me here. I am successfully purchased  RTX3070 today 10/22/21. I delete my RTX 3080 KR queue but I won't regret it. My CPU is not overloaded, it runs around 30% most of the time. So I won't upgrade my CPU anytime soon. Another reason, if I upgrade my CPU, I may need to upgrade my RAM or motherboard since it run on 1150 LGA compatible. i7 4790k is 4 core with 1150 LGA so it will work best with my current setup. And If I want to run faster I need to do 6-8 core with LGA 1151 or higher (1200) which I may need to replace the whole setup such as CPU, Motherboard, and RAM. It may reduce the 10-15% but since I live with GTX 970 for 5 plus years, I can definitely live with that.
