    First Release or Second Release or Pre-Release?
    But you need E-LEET to turn them on and make sure you do not have Dark Mode Set to On in the Bios.
    You will find it under Power Management, see image at the bottom.

    I will install the current 1.0.5 Version and post back
    Version 1.0.5
    Download E-LEET X 1.0.5 for X299
     If you have Dark Mode On as shown below the RGB LEDs will not turn on. The Default is Off.

    New MB Second or Current Release MB
    Note the VRM Fan
    Old MB and First Release MB

    Both have RGB
