Lockedevga 2080 super ftw3 fans stuck at 100%

Hey,
 
I've had this problem before. My fans will run at 100% even at idle temps.  I've messed around with precision x1 and seemed to fix it previously. But now the fans are running at 100% and I can't stand the noise.
 
How can I get the fans to slow down?

    Do the fans run at 100% when you load into safe mode? If yes, you'll need to rma your card.

    Hi,
     
    I am sorry for the fan issue.  If you have not already done so, try:
     
    -Re-seating the GPU in the PCIE slot.
    -Reinstall the Standard Nvidia Drivers.
    -Make sure no other fan controller software is running, that may cause conflict.
    -Make sure in PX1, to Apply and Save settings.  PX1 must be running in the background to use the fan control settings.

    ok so i have a 2080 super ftw3 OC, and ever since i got it fan B (middle fan) has been at 3500rpm's its entire life and recently the coils went bad in it, so i replaced the fan with a brand new one and still is at 100%/3500rpm's and i have no clue how to fix this. i cant RMA the card because its considered old but everything about this card is fine, crushes any game. its just so loud 24/7, any help would be appreciated.
