Having a strange issue with my 3090, and it appears to only be with certain games. For example, I can run Elder Scrolls Online (ESO) for hours on end without an issue. Same with Control, and Quake II RTX.
 
However Doom3, and Horizon Zero Dawn both cause the screen to go black, fans ramp up to 100%, but the system is still running. This takes about a minute or less when starting the game.  Though I stay connected on Discord, audio still plays and it makes a disconnect sound when this occurs, and a Windows attention notification.  I have to do a hard power down to get the system fully working again. This is with or without a overclock.
 
I've tried drivers 457.09 and 457.30, going into safe mode, running DDU, and re-installing with the same results. I've tried toggling the OC/Normal switch. I've tried swapping power cables. I do not believe it is heat or power, because ESO generates the most heat and uses the most power.
 
Any further troubleshooting recommendations would be appreciated.

Also my conclusion as well.  But ESO is the most power hungry of all the titles, according to the AIDA64 power usage log I have running, it peeks at ~450w usage.  Doom3 tops out at ~220w.  And I can run ESO for at least 4 hours straight, Doom3 I'm lucky to be in game for 2 minutes.

Try rolling back to Nvidia driver 456.71 or hotfix 456.98. Some folks have had success with this (temporary) fix, and others have not.
 
You might also try going into the nvidia control panel and changing the Manage 3D Settings "Power Management Mode" to "Prefer Maximum Performance" and reboot for it to take effect.
 
With Doom 3 being an old game that doesn't tax the GPU much, the clockspeeds can get much higher, but those clockspeeds might also might bounce around a lot more than with a heavier game like ESO - and if it's bouncing around too much, that might be causing the problem. This might (emphasis on the might) be indicative of the PSU not providing power as cleanly / as fast as the GPU calls for it - something to do with the secondary side of the PSU (capacitor capacity / age).
 
If these tips don't work, testing the GPU in another PC with a different PSU (a friend's, or at a PC repair shop) would be a great next step if it's possible. Otherwise, a new PSU or a GPU RMA are the next steps.

A faulty psu can can cause a system to shutdown or reboot depending on which fault you get.
 
Tripping ocp = shutdown.
Faulty psu that can't supply correct power = reboot.
 
I would suggest trying the prefer max performance option that arestavo suggested.

Oh, I see. Ok, well what happens when you underclock the card to max negative values on the core/mem using msi afterburner? How many watts do you pull then in doom3 with the card underclocked, and does the issue occur while underclocked?

No overclocks, and black screen occurs regardless of the resolution.  I tried resolutions 2560x1440, and 3140x2160.  I tried locking it to 60hz, 120hz, 143hz, and 144hz.

Ok, so down clocking the card worked.  I just played Doom3 for 30 minutes, and was completely stable.  I down clocked it -500 on the GPU, and -500 on the memory.  Yes a bit overboard, but I wanted to be certain, performance was still great anyway.  But very odd though with the power draw, it went up to ~350w.  This card is weird.
 
So is this an issue with the 3090 BIOS, driver, or combination of both?  Or is it just the game being stupid?  Or do I need to chuck this power supply out the window?
 
And definitely replacing the power cables, that was already on my list of 's#!t to do'.  That would have already been done, had Corsair not messed up my order.

Yes, same exact spot, stayed there for about 10 minutes.  Since that was actually working, I kept moving to areas where the lighting kept changing, and some demons to shoot.

Short update: card is now dead, only a red LED by the power connector comes on.  No amount of reseating, resetting, and CMOS clears will resurrect it.  Already have my RMA in process.
