have a qestion about cpu speed, since i am coming from a x59 system i dont have alot of knowledge on the newer cpus and clocks, first, when i OC my cpu in the bios and set it to x46 multi it shows 4600mhz, in the bios and in windows but when i run any testing (prime or IBT) the closcks show 4300mhz. is the speed shown in the bios including the turbo speed (all cores set the same BTW)? if so what is the drop normally? 
second question is about speedstep, cpu-z will show the clock ratio as 8-46 but the speed never drops bellow 4000mhz? is this normal or did i miss something?

You'll most likely need to adjust some of the cpu power management options to keep the multiplier from dropping under load. https://forums.evga.com/FindPost/1632614
 
The clock speed should drop below 4000MHz if you have all power saving features enabled inside the bios.

With the latest CPU's, programs like Prime95 and IBT will automatically use an AVX offset 3 (300MHz).  So if your core clocks are set to 46 (4600), running those programs will result in running at 43 (4300).  You probably don't see this happening in other things like games or benchmarks.
 
If you don't like this, check the BIOS or program setting (I forget which) for an AVX offset setting.  Set this to 0.  Sounds like it's defaulted to 3.
