corrupted text on monitor

My computer is showing text that looks corrupted.  This happens in windows  and 10.  It happens in any web browser I've tried and in Microsoft word.  I moved the computer to a tv and the same problem persist so it isn't a bad cable or my monitor going out.  Ive tried using drivers from a few years ago and the same problem is there.  Then I removed the video card and used the onboard video and everything was working fine.  Is it safe to say my card is toast?
 
Components:  EVGA gtx970,  asrock z170 pro, intel 6700k, 16gb crucial ddr4, corsair 950w psu.

    Maybe it is on its way out, or maybe you have some weird image color/quality or font effect settings. I think the easiest troubleshooting method would be to test the video card in a totally different computer (if available). Otherwise, I would scour through your computer and reset image color/quality settings and font and true type settings wherever you can (in windows and in nvidia control panel).

    I assume that you have reset NVIDIA control panel settings and performed a "clean" NVIDIA driver install.

    I didn’t mess with any color or font settings. I just ran ddu(from safe mode) and installed the latest drivers. Will be checking it in a minute.

    It’s still doing the same thing with the clean install of the drivers.

    Try re-seating the monitor cable completely.

    Tried a few different cables and still have the same issue.
    I’m halfway tempted to stop by micro center on the way home from work tomorrow and grab the cheapest motherboard/cpu combo they have to see if it’s the card or something else. I’ve already got a old psu, a old laptop hard drive and some ram.

    I switched over to chrome and the issue is happening more.  With chrome it is flashing certain parts of the screen.

    Would a gtx 1060 be comparable to the gtx 970?  i don't really game much anymore.  Maybe 10 hours a month and most of that is playing RTS games.

    Does the issue occur on all the gpu outputs? 1060 would be better.

    It occurs on DVI and HdMI.  I dont have anything that uses DP to test it out on.

    Time to try the card in another pc. It'll be time for replacement if the issue shows up in another pc.

    Thats the problem.  I dont have another computer to try it in.  I did try it out using intels built in graphics and everything worked fine.  Looking on microcenters website,  it looks like it would be about 80 for the cheapest possible cpu and motherboard.  At that point I would rather just spend 200 for a new card.

    If you take a screenshot, and view it (the screenshot) from a different device, and you see the same graphical error, you can isolate the GPU (or the website / program you are on showing the error. For example, "zalgo" text like what is shown below) as the problem. If you do not see the error, the issue would be with the data transfer from the graphics card to the monitor. This means the issue would be with the cable, or the monitor likely. This is usually the best way to identify the source of the artifacts, or any graphical errors.

    I took a screenshot and emailed it to myself.  When i looked at the picture on my phone you can see the error.

    If you want to, you could disassemble the card and bake the PCB like this to reflow any solder cracking that might exist and hope for the best..Solder cracking on the PCB is not an uncommon cause of artifacting/garbled text and other issues..If that fixes it you could continue using it or save it as a backup card..If you bake it, do it only with the GPU side up..Done that successfully more than a few times.

    Is the card less than 3 years old? If so call EVGA cust service, looks like RMA time.

    If you see the error on another device in a screenshot, that would indicate the graphics card to be outputting that image / artifact. Is this the only graphical error you have seen?

    I'd like to add that I have seen something similar to this before with Windows 10, due to scaling. Try turning the scaling in the Display Settings to 100%, instead of the normal 125% (1080p) or 150% (1440p). If the issues go away, it may be an issue with ClearType. You can start the ClearType wizard to get your text back to normal, in most cases.

    It's about 2 years old but it was b-stock so the warranty is up on it.

    This is the only error I've seen.  Whats weird is I've never had an issue while in game.

    The scaling was already set at 100%.  I moved it to 125% just to try it out and the problem still exist.
