I purchased a 2070 super last month with the intention of doing the step up program for a 3070. I registered it today only to find it says it's not eligible. 
That's just fantastic, I wasted $700.

If you read the step up program you need to register within 14 days or you will need to buy the extended warranty. also why would you step up to a 3070 you already paid $700 you would be better off with the 3080.

TLDR, requires product registration within 14 days of purchase to be eligible. This can be extended to the full 90 day from purchase step up window by purchasing an extended warranty.

It's been this way for a very long time.

$700? sounds like you bought a 2070 super from an illegitimate source. should've done more research, i got a 2070 super for step up and am in the queue perfectly fine.

Thanks for the answer about the extended warranty.
Ok well I guess I messed up. Oh well.
It was a budget card, but it was on sale for $100 off, it was from canada computers.
I'm not entitled, I just overreacted, and I apparently can't delete the post or I would.

If you can, I'd suggest just returning it or spending the $20-30 on the extended warranty to re-unlock the stepup option. The 3070's will be out soon enough in force most likely, for much less, and the 3080 is already around that price.

Canada Computers return policy on GPUs 14 days only if unopened for refunds and exchange only for defects if opened. So OP does not have the option of returning.
