Z690 Dark Won't Post with 2 Sticks of RAM

So I just got the Dark in and I'm having issues with two sticks of RAM.

RAM is Corsair DOMINATOR PLATINUM RGB 32GB (2x16GB) 5600 CL36

My system was running just fine with an MSI Z690. Moved all the same parts to the Dark and with 2 sticks of RAM the system will turn on and start to cycle through the codes until it quickly hits 28. Then it restarts the post codes until hitting 28 again and so on. The system won't actually turn off but will just loop through the codes until 28 while remaining on.

When I remove the bottom stick, the system seems to be running just fine into windows and running benchmarks.

I've tried both sticks individually in the top RAM slot and they both work. I've also updated the bios to 1.10 and it didn't help.

Any advice would be most appreciated.

    When you boot up with one stick go into bios and set the Memory voltage uyp al ittle higher than 1.35v...try 1.365v or 1.37v, save, shut down, install the second stick and try it.
     
    Im not familiar with that board but Im assuming it has a bios switch, try the other bios.
     
    If none of the above work could very well be a faulty DIMM Slot.
     
    I had that same Dominator 5600 C36 32G kit (Samsung) and worked perfectly in my Apex Board, even OC'd to 6000 with no effort.

    are you saying this is the first boot of the board and it won't even post to bios with defaults? when you're booted in to windows with single stick, what memory speed and timings are set?
     
    i assume you've tried resetting cmos (power down, power switch off on psu, press and release reset cmos button, power back on)

    For the memory, I set it to the XMP profile in the bios when booting with one stick but adding the second still doesn't work

    For the voltage, it sets it to 1.250v when I select XMP. Upping to to 1.35v causes the system not to boot even with one stick.

    ok this is helpful. put both sticks back in. set XMP. set VDD to 1.65 (may require you to enable Extreme Voltage Mode). leave VDDQ Auto. VPP is fine Auto for now. If XMP changed it, set CPU VDDQ to Auto (OC tab under voltage control) . Save and exit. If this posts, try VDD 1.6. Back it off .05 until you can post and pass AIDA or a round of TM5.
     
    For that kit I imagine you'll be in the 1.45-1.55 range but the dom plat kit I have is the 6200 so I can't be certain. GL

    and it's worth restating, having 1 or 2 sticks in shouldn't impact your ability to post. If I had to guess, you almost certainly have an RMA coming, but before you do that I would at the very least try to push 1.65 since you know it posts with far less and one stick in the top slot. 
     
    Did you visually inspect the traces around the dimm slots on top and bottom of the board? If it's mounted in a case already, can you try a flashlight to see if anything looks concerning? def possible a cap or resistor came loose or off in transit. would not be the first time.
